Uttar Pradesh’s Minister for Tourism and Culture, Jaiveer Singh, has instructed officials to ensure continuous monitoring for the prompt filling of vacant posts within the Tourism and Culture Department. He directed that district-level vacancies under the District Tourism and Culture Councils be listed and filled on a priority basis through outsourcing. He also emphasized that the activities of regional offices should be reviewed weekly by senior officers at the headquarters level.
Highlighting the need for an updated roadmap, the Minister instructed that a revised tourism policy be prepared after studying the policies of other states. He underlined that the implementation of departmental schemes and programs must be visible on the ground, warning that any laxity would result in strict disciplinary action.
The Minister was chairing an in-depth review meeting of various schemes and programs being implemented by the department at the Tourism Bhawan in Gomti Nagar, Lucknow. Expressing dissatisfaction over non-compliance with directives issued in the previous review, he stated that officers and staff showing disinterest or negligence will be identified and dealt with sternly.
He directed that villages and locations situated along the Ganga be identified under the ‘Ganga Gram’ initiative, and details be submitted to the headquarters. He also instructed that a proposal for conducting roadshows in Buddhist countries be sought from the Ministry of External Affairs, and that coordinated efforts be made with Indian embassies abroad to attract international tourists through well-planned programs.
Stressing the growing popularity of eco-tourism, Singh called for a comprehensive plan to develop eco-tourism sites. He also suggested identifying major tourism locations and introducing homestay facilities in villages reflecting Tharu tribal culture.
The Minister further directed the identification and listing of departmental land parcels across districts. He asked officials to liaise with respective District Magistrates to remove illegal encroachments and submit a report to the headquarters. Branding and marketing of tourism destinations, homestays, and rural tourism were also emphasized.
A comparative analysis of profit and loss of tourism units was also called for. He suggested bringing loss-making units to profitability or considering their operation under PPP (Public-Private Partnership) or contract models.
Singh stressed the importance of historical documentation at tourism sites and directed installation of informative plaques for promotion. He also reviewed the participation of the department in national and international travel marts and assessed the functioning and utilization of Rahi Tourist Guest Houses. He sought updates on rent recovery from units operated under PPP mode.
He reviewed the progress of ongoing construction projects and those sanctioned in the current financial year, instructing for updates on inaugurations, foundation stone ceremonies, and pending work. Two Memorandums of Understanding (MoUs) were also signed on this occasion.
During the review of the Culture Department, the Minister enquired about compliance with past directives and expressed displeasure over slow progress. He sought updates on recruitment through the Public Service Commission and reviewed the status of requisitions sent for filling vacant posts in institutions under the Culture Directorate. Procurement and supply of statues were also reviewed, along with the progress of projects approved under various schemes. He conducted a comprehensive assessment of the work of institutions and academies under the department and issued necessary directives.
The meeting was attended by Principal Secretary, Tourism and Culture, Mukesh Kumar Meshram; Special Secretary, Tourism, Isha Priya; Special Secretary, Culture, Sanjay Kumar Singh, among other senior tourism and culture department officials.
